Mr President,
are deeply concerned about the spread of corruption in our country.
This is a phenomenon that is spreading, as authoritatively denounced
recently the Court of Auditors. Corruption threatens the prestige and credibility
institutions, pollutes and distorts badly the economy, diverts resources
for the good of the community, and corrodes the civic culture itself
democratic. We appeal to you, as the guarantor of the Constitution and most rap-
presenting institutions, to ask her to intervene, in the form and manner that
deem appropriate, to the Government and Parliament to ratify as soon as possible and give practical effect to
treaties, international conventions and EU directives
in the fight against corruption and to rules, introduced by Finance Act
2007, for the confiscation and the use of stolen assets to the corrupt social. In this way
Italy too will finally be able to rely on clear rules, tools and penalties
truly effective in combating the spread of this real social evil, economic
